The main objective of the ATRS is to help determine how much each deliverable costs the Bank. It will facilitate the distribution of around 85% (70% staff cost and 15% overhead) of the Bank’s administrative expenses based on staff time spent on these deliverables.

In addition, the determination of these costs enables Senior Management to ensure that the Bank’s funding are targeted towards its strategic objectives. This will also assist he Budget Department (SNPB) in analysing the main activities that require more budgetary resources and vice versa, so that necessary guidance can be provided to Senior Management during the budget planning process.

Finally, this cost will assist the Bank (i) to improve the sharing of administrative cost between ADB, ADF, and NTF; (ii) to estimate the cost of managing Trust Funds; and (iii) to improve efficiency in resource management.
